Which Stepney homes have room for a live-in carer?
Stepney has two kinds of housing, and they give opposite answers. The Georgian and Victorian houses that survived the Blitz, along Stepney Green and in the streets near it, usually have rooms to spare but spread them over several floors. The council and housing association estates that make up most of the neighbourhood are the reverse: everything on one level, but second bedrooms that are small or already slept in.
- A terraced house: the spare room is rarely the issue. The question is which floor the person can still live on, and whether the carer's room is close enough to hear them.
- A two-bedroom estate flat: live-in care works if the second room can be cleared for the carer, with a bed, somewhere to keep clothes and a door that shuts.
- A one-bedroom flat: a live-in carer cannot work here. The realistic choices are visiting care in Stepney, a move to extra care housing, or live-in care at a relative's home if the person is willing to stay there.
Bringing the bedroom downstairs
Where the stairs in an old Stepney Green house have become too much, one answer is to move the bed into the front room. With a live-in carer that can work well: the person lives on the ground floor near the kitchen and toilet, and the carer has the old bedroom upstairs. If a stairlift, a hospital bed or a hoist is needed, the council's occupational therapists assess for it, and we write the carer's moving and handling around whatever equipment is fitted. Where a son, daughter or partner has been doing everything, a carer moving in changes the family's job from doing the care to keeping an eye on it, and often to covering the carer's daily break. It helps to agree that part in writing, so nobody is left guessing.
The family carer is entitled to support too. That assessment can lead to carers' direct payments, which can go towards short breaks for you.
Changeover day in Stepney. An incoming carer can arrive at Stepney Green (District and Hammersmith & City lines) on Mile End Road, or at Limehouse (DLR and c2c) on the southern edge, which is direct by DLR from Lewisham. Stepney falls in the council's parking zone C, and most of zone C is controlled Monday to Friday, 8.30am to 5.30pm, so a weekend handover with a car usually avoids the restrictions. Estate car parks are private land with their own rules. On a weekday, a resident can activate a digital visitor voucher using the car's registration. The outgoing carer stays until the new one has had a full handover.
Where the carer spends their break
A live-in carer needs a few hours a day that are genuinely their own, and Stepney is well placed for it:
- Stepney City Farm on Stepney Way, E1 3DG: free, open 10am to 4pm Tuesday to Sunday, with the Allotment café and full disabled access.
- Stepney Green Park, laid out in 2000 where the Stifford Estate towers once stood, with the Stepney clock tower in the garden beside it.
- Mile End Park and the Regent's Canal, a short walk east.
The same places work as outings for the person. The farm's Saturday farmers' market, from 10am to 3pm, is the sort of trip that can go into the care plan, and with step-free access a wheelchair is not a barrier there. Stepney Green Park is closer still for a short daily walk.
Funding live-in care from a Stepney address

Yes. You can still keep one small part of it if you want to, such as covering the carer's daily break, or one evening a week. We agree at the assessment exactly what the carer does and what the family still does, and write it into the care plan.

Usually on the floor nearest to him, so they can hear him if he calls. If he has moved downstairs, a bedroom on the first floor often works, with a baby monitor or alarm if needed. We look at the layout before we agree a plan.
Does the incoming carer need a parking voucher on a Sunday?
On most Stepney streets, no: zone C is mainly controlled on weekdays only. Check the sign on the bay, because a few areas of the borough have longer hours, and remember that estate parking has separate rules.
Can the carer take Mum to Stepney City Farm?
Yes, if it is in her care plan. The farm is free, has full disabled access and is open Tuesday to Sunday, so it suits a regular morning out, or the Saturday market.
