Supported Living for Havering Residents

An adult from Havering can move into one of our supported living homes, permanently or for a respite stay, if their social worker agrees it is the right place. Our homes are in Uxbridge, Kingston upon Thames and Whitton, so from Romford, Hornchurch or Upminster you are looking at the full width of London. Here is how Havering Council arranges it, and what the distance means.

Who arranges supported living at Havering Council?

It depends on who the person is already known to.

Adults with a learning disability: the CLDT at the Town Hall

Havering's Community Learning Disability Team works with adults aged 18 and over. It is a joint health and social services team based at Havering Town Hall, Main Road, Romford RM1 3BD. The council says the team is responsible for assessment, care planning, specialist health care and buying care packages. For most adults with a learning disability, supported living is discussed and agreed here. Referrals go to 01708 433446 or cldtreferrals@havering.gov.uk, or use the referral form on the council's page.

Everyone else: Havering Adult Social Care

Other adults, including people with a physical disability or sensory impairment, start with Havering Adult Social Care on 01708 432000 (9am to 5pm, Monday to Friday), or through the online enquiry form linked from that page. A relative can make the first call. If you are offered a Local Area Coordinator first and need a formal Care Act assessment, say so.

Mental health

Adults with a serious mental illness are usually supported by NELFT NHS Foundation Trust's community mental health teams in Havering. Raise supported accommodation with the person's care coordinator first.

Young people turning 18

Havering supports disabled children and young adults up to 25 through its Children and Young Adults with Disabilities service. Raise supported living at EHCP reviews from Year 9 onwards. Team structures change, so ask the young person's social worker who will lead the adult Care Act assessment, and make sure it happens before 18.

How Havering buys placements. The council buys most supported living, residential and nursing placements through its Adult Commissioned Placement framework, which started on 1 September 2026. Ask the social worker early how a placement with a provider elsewhere in London would be agreed and funded.

How far is it from Romford to your nearest home?

The nearest is Uxbridge, in Hillingdon. It is still on the opposite side of London.

  • By car: the A12 to the M25, then round the north of London to the M40 junction. That is roughly 50 miles and usually an hour to an hour and a quarter off-peak.
  • By public transport: the Elizabeth line from Romford into Liverpool Street or Farringdon, then the Metropolitan line to Uxbridge. Allow about an hour and a half to an hour and three-quarters. From Upminster or Emerson Park, take the Liberty line to Romford first. From Harold Hill or Collier Row, start with a bus.
  • Kingston upon Thames and Whitton: roughly an hour and a half to two hours each way, by car or by train.

Before anything is agreed, work out who will visit and how often, and whether the person wants to keep anything in Havering, such as a day service like the council's Avelon Road Centre in Rainham, a college place, a job or friendships.

Who pays for supported living for someone from Havering?

If Havering Council arranges the placement, it normally keeps paying for the support even after the person moves to west London. That follows the Care Act's ordinary residence rules for supported living, which chapter 19 of the government's Care and Support Statutory Guidance explains. Ask for this in writing.

The council pays for support once an assessment confirms eligible needs and a financial assessment has looked at income and savings. Rent is separate and is often met by Housing Benefit. Where needs are mainly health needs, NHS Continuing Healthcare may fund the care instead. The person can also take their council budget as a direct payment, which Havering pays onto a pre-paid card account. We quote only after meeting the person. The tenancy and the support are two separate things

In supported living the person holds a tenancy or licence for their room or flat, which gives them rights as an occupier. Their support comes under a separate agreement with a provider registered with the CQC for personal care. In principle, the person could change support provider without losing their home. Read both documents before anything is signed.

Questions to put to any provider, including us

  • Who is the landlord, and what will the person actually sign?
  • How is support covered overnight and at weekends?
  • Will staff help with trips back to Havering for birthdays and family events, and who pays the fares?
  • Which GP will the person register with, and how will the Havering CLDT or NELFT team hand over to services in the new area?
  • Can the person try a short respite stay first?

Support for you as a family carer

If you care for the person at home while this is being worked out, you are entitled to a carer's assessment of your own. Book it through the council's carer support pages or on 01708 432000. Since February 2026, Imago runs the Havering Carers Support Service for carers aged 16 and over (0300 011 1965). It also does carers' assessments, with sessions at Harold Hill and Rainham libraries among other venues.

No, go to the Community Learning Disability Team that knows him, on 01708 433446. It assesses needs and buys care packages, so it would lead on a supported living placement.

Wouldn't somewhere in Havering or nearby Essex be easier for us to visit?

It might be. Ask the social worker what is available closer to home and compare it with ours, with the travel weighed up honestly.

We live in Upminster and don't drive. How long would visits to Uxbridge take?

Plan on close to two hours each way: the Liberty line to Romford, the Elizabeth line into central London, then the Metropolitan line out to Uxbridge.

Can he have a short stay before anything is decided?

Yes, our homes take respite stays as well as permanent residents, depending on what is free at the time. A short stay is a fair way to test whether the distance from Havering works for everyone.
