Supported Living for Redbridge Residents

Yes, an adult from Redbridge can live in one of our supported living homes, permanently or for a respite stay, if Redbridge Adult Social Services agrees it meets their needs or the support is privately funded. Our homes are in Uxbridge, Kingston upon Thames and Whitton, all on the far side of London from Ilford and Woodford.

How does someone in Redbridge get into supported living?

Redbridge Council describes supported living as a home with tenancy rights, usually an en suite room in a shared house or a flat, with support up to 24 hours a day if needed. For a council-funded place, the route runs like this:

  1. Ask for a Care Act needs assessment. The council says the quickest way is the online referral form on its Adult Care contact page. If you can't use the form, phone 020 8708 7333. Online referrals are not handled as emergencies, so phone if things are urgent.
  2. Assessment, then a financial assessment. The first decides whether needs are eligible; the second whether the person contributes to the cost.
  3. Finding a home. The council helps find a suitable home. This is the point to name any provider you want considered.

Which part of the council will you be dealing with?

Adults with a learning disability

Redbridge Adult Social Services includes social and health care professionals who work with adults with a learning disability and their carers. If your relative already has a worker there, start with them. The council's learning disability page points to the Daffodil Advocacy Project (020 8554 2328), which helps people get their voice heard, including young people moving towards independence.

Young people approaching 18

If your son or daughter has an Education, Health and Care Plan, raise where they will live as an adult at annual reviews, well before 18, and ask who will do the adult Care Act assessment. The Redbridge SEND Local Offer covers services for people up to 25. We have not been able to confirm the name of a current transitions team, so ask your child's social worker who holds the case.

Adults with a mental health condition

NELFT NHS Foundation Trust runs Redbridge's mental health services, with inpatient wards at Goodmayes Hospital. If your relative has a care coordinator, raise supported accommodation with them first, ideally before discharge.

A move across London changes the person's GP and day activities, but not normally the council paying. Under the Care Act's ordinary residence rules, someone Redbridge places in supported living elsewhere usually stays Redbridge's responsibility. Chapter 19 of the government's Care and Support Statutory Guidance explains this. Ask the social worker to confirm it in writing.

From Ilford to Uxbridge: the journey families will make

Our nearest home to Redbridge is Uxbridge, in Hillingdon at the western end of London. Plan the journey before you agree to anything.

  • By car: the North Circular (A406) round to the A40, roughly an hour to an hour and a quarter off-peak. In the rush hour it can be much longer.
  • From Ilford, Seven Kings or Goodmayes by train: take the Elizabeth line into Farringdon, then the Metropolitan line to Uxbridge. Check the train is going to Uxbridge, because the line splits. Allow an hour and a half to an hour and three-quarters.
  • From Wanstead, the Woodfords, Gants Hill or Barkingside: start on the Central line and change in central London. Clayhall and Woodford Bridge have no station, so add a bus.
  • Kingston upon Thames and Whitton: both are south-west of the river, so from Ilford allow roughly an hour and a quarter to an hour and a half by car, and more by train and bus.

Think about what the person would leave behind: a day centre, a college course, a job, friends, walks in Valentines Park. If little of that could continue, a home closer to Redbridge may suit them better, and the social worker can tell you what exists locally.

What will a Redbridge resident pay for supported living?

The council's page sets out the split. If the person is eligible, the council pays for the support, subject to the financial assessment. The person pays rent (Housing Benefit may cover it), a share of the utility bills, and their own food and toiletries. A council personal budget can be taken as a direct payment and used to buy support from a provider the person chooses. Where someone's needs are mainly health needs, NHS Continuing Healthcare may fund the care instead.

Our own charge for the support is quoted once we have met the person and know what the Uxbridge, Kingston or Whitton home would need to provide. The national charging rules are in our paying for care guide.

The tenancy and the support are separate

Redbridge's own description of supported living starts with tenancy rights, and that is the key difference from a care home. The person holds a tenancy or licence for the room or flat, while the support is a separate agreement with a provider registered with the CQC for personal care, so in principle they could change support provider and keep their home. Read both documents before anything is signed. JNP Sidona is registered with the CQC but has not yet been inspected, so we have no rating to show you.

Questions to ask any provider, including us

  • Who is the landlord, and will the tenancy or licence be in the person's own name?
  • How is support covered overnight and at weekends?
  • Who would help with journeys back to Redbridge for family occasions, and who pays the fares?
  • Could the person come for a short respite stay first, so the trip from Redbridge is tested before a move?

Support for you while this is worked out

If you are caring for the person at home in the meantime, you can ask Redbridge Adult Social Services for a carer's assessment. It can be done alongside your relative's assessment or separately. The form asks for an assessment, and Redbridge treats online referrals as general enquiries. When the assessment happens, say plainly that you want supported living considered. If things have become urgent, phone 020 8708 7333.

Can Redbridge Council fund a place at your home in Uxbridge?

It can, if the social worker agrees that the home meets the person's assessed needs. Redbridge would normally remain responsible for funding after the move. Another option is a direct payment used to buy support from us.

Our daughter goes to a day centre in Ilford. Would she have to give it up?

Very likely, because a daily trip from west London would not be realistic. Ask the social worker what day activities exist near the home, and weigh up the loss honestly before deciding.

Our son is 17, at school in Redbridge, and has an EHCP. When should we start?

Now. Raise housing at his next annual review and ask who will carry out the adult Care Act assessment. The Daffodil Advocacy Project (020 8554 2328) can support him to have his say.
