It is one of the easiest places in north London for us to reach: the DLR runs from Lewisham to Poplar in around 20 minutes, with All Saints and Langdon Park a stop or two further on, which makes daily visits workable, as long as we have a carer free for your times. Care begins with a free assessment at home and a written plan.

How much does home care cost in Poplar?

For council-arranged care, Tower Hamlets has an unusual answer. Its paying for care page says that from 1 April 2025 care in the home is no longer a chargeable service. Other chargeable care is still means-tested: the same page says people with savings and assets under £23,250 are eligible for means-tested support, and those above it pay in full. Either way, the person must first be assessed as having eligible needs, which starts with Tower Hamlets Connect (0300 303 6070, or the online self-assessment form).

Council support can also be taken as a direct payment, which lets you choose your own agency. If you pay us privately, for example for extra hours the council doesn't fund, we quote in writing after our assessment and never before. NHS Continuing Healthcare is a separate route for people whose needs are mainly health needs.

Chrisp Street, the Lansbury and the towers

Poplar's centre is Chrisp Street Market, built as part of the Lansbury Estate, the Festival of Britain's "live architecture" exhibition of 1951. Around it are post-war estates and tower blocks, much of them managed by housing associations such as Poplar HARCA, with Ernő Goldfinger's Balfron Tower at the eastern edge by the Blackwall Tunnel approach. Most older Poplar residents live in flats, so the lift, the door entry system and a key safe come up at almost every assessment.

For someone who uses a frame or rollator, the market is still worth getting to. A home help visit can include walking there together for shopping, which keeps a routine going and gets them out of the flat.

Coming home from the Royal London

Most Poplar residents who are admitted go to the Royal London Hospital in Whitechapel. The council's hospital page explains that its hospital social work team, based at the Royal London, plans discharge for Tower Hamlets residents. If someone has new care needs, the team arranges up to four weeks of support funded by the NHS as part of the discharge plan, then reviews it. The council also offers reablement, free and usually for up to six weeks, with an occupational therapist setting goals.

When that short-term help ends, or if the family wants more than it covers, our hospital discharge support can take over. Call us while the ward is still planning the discharge, so we can say honestly whether we can staff the visits.

If a flat no longer works. Tower Hamlets has extra care housing: self-contained flats with a care team on site around the clock, for adults needing at least three hours of care a week. Referral is through a Tower Hamlets social worker. It is worth asking about if lift breakdowns or a walk-up block are making home care unworkable.

Practical details

Chrisp Street Health Centre, at 100 Chrisp Street, E14 6PG, is the GP practice at the heart of the area. Parking in the Chrisp Street part of zone B3 is controlled Monday to Saturday, 8.30am to 5.30pm, so the practical way in is the DLR to All Saints, Poplar or Langdon Park, or the buses along East India Dock Road.

Live-in care and short breaks in Poplar

A live-in carer needs their own bedroom, and in a one- or two-bedroom estate flat that often rules it out. Where there is room, one carer can support a couple. Can you help with her tablets as well as washing and dressing?

Yes. Medication support can be part of each visit, set out in the care plan along with her pharmacy and GP details.

Would extra care housing suit Dad better than visits?

It might, if he needs care several times a day and his current flat is hard to get in and out of. Schemes are for adults needing at least three hours of care a week, and his social worker makes the referral. We can carry on visiting at home while that is looked at.
