Bow, street by street
Bow is bounded by Victoria Park to the north and the River Lea to the east, with Mile End on its western side. The Victorian streets off Roman Road are lined with terraces, some kept as houses and some split into upstairs and downstairs flats, with narrow staircases either way. North and east of Roman Road Market are big council estates, and along the Lea and the canals there are newer blocks with lifts.
Each needs a different plan. In a terrace or an upstairs flat the question is usually whether to bring a bed downstairs and how bathing will work. In a block it is the lift, the entry system and where the carer finds the key. We work this out at the assessment, before the first personal care visit.
Stations and parking for visiting carers
Bow Road station has the District and Hammersmith & City lines, Bow Church is on the DLR, and Bromley-by-Bow and Mile End are close by. Bow is in the council's parking zone B, and the council's zone list shows that sub-zone B4, nearest the London Stadium, has longer controlled hours and Sunday restrictions on event days, so the train is usually the simpler way in.
For a relative or carer who drives, Tower Hamlets offers digital visitor vouchers to residents, and they are free for residents aged 60 or over. They are also free for a resident whose daily carer lives at another address, if the resident receives Attendance Allowance, Disability Living Allowance or PIP.
How do I get a carer's assessment in Bow?
If you look after someone in Bow, you have the right to your own Carer Needs Assessment from Tower Hamlets Council. It can be done alongside your relative's assessment or on its own, and it is how the council arranges respite, extra home care or a carer's direct payment for a short break. Close to Mile End Hospital. Bow is a short bus ride from Mile End Hospital on Bancroft Road, where East London NHS Foundation Trust runs the Tower Hamlets Diagnostic Memory Clinic. Referral is through the GP. If your relative is waiting for an appointment or has just had a diagnosis, our dementia care can start alongside it, and a carer can go with them to the clinic.
Age UK in E3
Age UK East London runs its Tower Hamlets hub at Tower Hamlets Methodist Church, 1 Merchant Street, E3, open Mondays, Wednesdays and Thursdays according to its contact page. It is a good first stop for information and advice, such as whether your relative should be claiming Attendance Allowance.
Live-in care and respite
A live-in carer needs a spare room. A whole Roman Road house may have one; a split flat or an estate flat often won't, so we check at the assessment. Where there is room, one carer can look after a couple. Respite can be planned through the carer's assessment above, or arranged privately with us for a week or two.

Ask a questionWill Tower Hamlets charge my father for the home care it arranges?
The council's paying for care page says care in the home stopped being a chargeable service on 1 April 2025. He still needs an assessment that finds eligible needs. Any care you arrange privately on top is quoted in writing after our own assessment.
Can a carer take Mum for a walk in Victoria Park?
Yes. A companionship visit can be planned around a walk or a wheelchair outing to the park, with the timing set in her care plan.
His house is near the stadium. Do event days cause problems?
Parking and roads can be busier, and B4 has Sunday controls on event days, so the District line and DLR are the safer way in. Tell us at the assessment and we will plan around fixtures.
Do you cut toenails at home in Bow?
